“I remember when I was a kid back in the 8Os and worked at City Hall. At the time, It was being said that the downtown Jersey City area would one day be a great place to live. Now I see the neighborhood up here headed in the same direction”, says Lisa D., a JC resident since birth and who lives in the Greenville section.

For four decades, the esteemed social service program, Puertorriquenos Asociado for Community Organization, or better known as PACO, has extended a provisionary hand to many New Jersey residents. Since its start in 1970, PACO has amassed an arsenal of contacts, formed permanent bonds with various county, state, and national relief-focused agencies, and has left an indelible mark on an area once considered objectionable. Now, the forward push is globalizing this grass-roots project.
Established in what was an impoverished area of Jersey City, NJ, PACO formed an affinity with the community by proving its ability to create and carry out solutions that would invariably change the way people in this neighborhood lived. The area’s standard of living was being challenged by new development thus PACO set out to ensure that all Latino families were given a fair shot at succeeding. GED and ESL classes were offered and PACO became a conduit between other Hudson County private and public social service programs and Hispanic residents. PACO also aided with housing, heating, other educational opportunities, and made health care more attainable; these programs remain in effect today but with a far greater outreach.
Currently, Executive Director, Eliu Rivera, a St. Peter’s College graduate, leads the reform. Under his watchful guidance and sheer determination, PACO has expanded into a multi-million dollar powerhouse with 23 satellite offices. But more importantly, the name PACO remains synonymous with serving. While growing into a highly respected community giant, PACO recognized the influx of new immigrants to the area and has become a center where citizens of the world can turn in times of crisis. In addition, initiatives are being implemented that will inspire and enrich: college scholarships will be awarded, an art center is in development stages, and still more projects are in the works.
As PACO ushers in its 40th year, there is much to celebrate. The non-profit has weathered many economic storms, devoted itself to myriad ethnic groups, embraced area change, and been a safe haven for the disenfranchised. On June 4, 2010 at 6pm at the Westin Jersey City Newport, PACO will host a benefit to commemorate this incredible milestone and inaugurate its journey that will transcend the next forty years.
